David Luckey

Senior International / Defense Researcher, RAND Corporation

David S. Luckey is a senior international and defense researcher at the RAND Corporation and a professor of policy analysis at the Pardee RAND Graduate School. He came to RAND from the Senate Committee on Homeland Security and Governmental Affairs where he was the director of Homeland Security and served as the counterterrorism advisor to the chairman. He directed oversight of and legislation for the Department of Homeland Security, and he advised the chairman daily on counterterrorism and homeland security issues. Luckey was previously a senior professional staff member on the Senate Select Committee on Intelligence, where he led Audits and Oversight for the chairman and vice chairman. He was previously the senior policy analyst for the under secretary of Defense for Intelligence and a senior inspector in the Office of the Director of National Intelligence, Office of Inspector General. Luckey was also an operations analyst, test manager, and senior systems analyst supporting the Marine Corps Operational Test and Evaluation Activity, Navy Operational Test and Evaluation Force, Naval Special Warfare Command, and Naval Aviation community. A retired Marine Corps Officer and graduate of Air War College and Marine Corps Command and Staff College, Luckey holds an M.A. in national security affairs from the Naval Postgraduate School, and an M.S. in air and space strategic studies and M.B.A. from the University of Maryland.
